Luiz Guilherme Rodrigues de Mello

Director of Planning and Research at Brazil’s National Department of Transport Infrastructure (DNIT), where he also held the position of Director of Road Infrastructure.

A civil engineer with a degree from the Federal University of Juiz de Fora (UFJF), he holds a Master’s degree, as well as a doctorate and a post-doctorate, in Geotechnics from the University of Brasília (UnB), and an internship at Arizona State University (ASU). As a representative member of DNIT, he participated in the World Road Association (PIARC), being deputy director of the Ibero-American Working Group D.1 – Management of Road Assets (2016-2019 Cycle).

He was a technical advisor to the Board of Planning of Empresa de Planejamento e Logística (EPL), adjunct professor-A at UnB, and a member of the Road Council of the Federal District Highway Department (DER/DF).

He was awarded the Order of Military Merit and the Peacemaker medals by the Brazilian Army, Road Honor Award from DER/DF, Comendador Henrique Halfeld Merit from the Municipal Government of Juiz de Fora, Minas Gerais, and the Mauá Merit from the Ministry of Infrastructure.
